Yes, the JD Edwards World 1099 process supports the Combined Federal/State reporting feature which provides the functionality to report all amounts for participating states, along with the federal data, electronically to the IRS. The IRS forwards this information to the various states. This functionality can be accessed from the Write Media program, P04515.
