Oracle client install with sql developer

I have a windows 7 64 bit computer that I have downloaded the 64bit oracle 11g client. I installed the client and the sql developer that comes with it. However, when I try to go to the start menu and launch the sql developer after install, I am getting the following error: Windows is searching for SQLDEVELOPER.BAT. I looked everywhere and couldn't find the file. The version I installed is 11.2.0.1.0. I mean I installed the component that comes with the client installation. Howcome, it would not find that file? So, do I have to find a patch somewhere in
