Weblogic.policy update issue in SIM 13.2.3

Dear All,
Iam trying to install SIM 13.2.3. When Trying to Configure weblogic.policy as per the installation guide of 13.2.3 , i found a difference in  granting the permissions when compared to sim 13.2.1.
Now, Which installation guide  should we use to update the weblogic.policy?. The integration between rms and sim did not work when used the settings of 13.2.3. Again, When they are changed according to sim13.2.1 installation guide, the integration worked. Please let me know which installation guide should we follow.
