OPM Fixed Lead Time

We are using OPM and want to use fixed lead time to offset starts of dependand processes.  Using the lead time tab in Org Items is not working.  Is there another setup or area we should be using to get  this to work?  I'm coming from a Flow/Discrete background, so I know what this should look like there, but I don't know if I'm looking at a bug here in Process manufacturing or not.
