Upgrade to 7.4

Hi Gurus,One of my Customer is on 7.3.1 and he is planning to apply the overlay patch. It would be great if someone can please provide more details on the same. Would you also suggest if it is better to upgrade to 7.4 in which case kindly let me know the latest patch set. Thanks in advance.
