Tabular Report By Business Unit

I have a tabular report sorted by business unit. I show the business unit in the page Headings. I run the report over several business units. When a business unit results in 2 pages, I am getting the next business unit on the second page on a page break. How can I retain the same business unit on the second page? I have a variable loaded before level break on the page header.
