ORA-19809 at end of RMAN Duplicate

Hi

I am trying to clone production to development using RMAN duplicate.  This process worked flawlessly for me in 9i (although there was no flash recovery area in 9i) but we recently upgraded to 11.2 and this is my first time doing it on 11.2 and I keep hitting the following error but cannot figure out why.  The FRA has all it's space available (100GB) so I don't understand why I'm gettting the ORA-19809 error.
