inv_reservation_pub.update_reservation errors Supply/Demand document does not have enough quantity t

 In R12 , I am unable to update reservation quantity even though we have enough quantity on hand. It errors out with message Supply/Demand document does not have enough quantity to be reserved against. We are in 12.1.3 version. I appreciate your help.
