Federal tax calculation not recognizing exemptions

Just applied Year End ESU as well as several prerequisite base line ESUs and now the federal tax calculation is not recognizing the exemptions in the employee tax override screen.  Taxes are calculating with zero exemptions.  Any ideas if this is a One World issue or Vertex issue?
