Can we edit the jnlp file so that Agile self-deploys it's own java binary to the client?

We have a problem: we're on version 9301 for another year, minimum. Our desktop support group wants very badly to upgrade java on the windows desktops to the latest version.
This breaks Agile for the Java Client end users: once we go past Java 6 19 (Which is the highest supported version) they are unable to login.
Is there a way to modify JWS so it deploys it's own version of java to the desktop, and references that, instead of whatever java the system has installed?
It's becoming quite a sore point here, not to mention a potential security issue.
