Application Administration screen has no views for all users except sadmin

Hi,

We have a peculiar issue in Siebel 8.1.1.4 web client for certain users only. There are no views under the 'Administration - Application screen for users apart from SADMIN user.

Responsibilities and views are assigned.

User Preferences -> Tab layout for the user has all the views available.

Only the default view is being displayed when the 'Administration - Application link is clicked from the sitemap.

Could you please let us know what is the issue here ?
