Opatch Utility for Cleanup after applying a CPU

Every CPU patch cycle, as a final housekeeping step, I run the utility $ORACLE_HOME/OPatch/opatch util cleanup   (Per Metalink Note 550522.1). Having ran this utility after applying the Jan 2012 CPU, I've noticed that the size of the patch storage before and after match in byte size. In the past, the before size was always larger than the after size, indicating that space was reclaimed. Has this utility changed? I have ran it against 10 databases thus far this cycle with no noticeable space reclaimed. I am running Oracle Database 11.2.0.2 on a Red Hat 5.6 platform.
