R12.1.3  - Did anyone have this issue with your fresh R12 implementation?

Saving salary basis errors with:

APP-PAY-06153: System Error: Procedure PAY_US_EMP_DT_TAX_rules.insert
FED_TAX_ROW - ORA-20001: The assignment is not eligible for the element at Step 4.

I have created an SR. 

My element link setup looks correct. I checked the link based on this note ID 302878.1

Also, package Pay_US_Emp_DT_Tax exist.

Any help you can provide would be greatly appreciated.  I am holding off other module testing, since I am not able to create a salary.
