Oracle forms is freezing or not opening after login once one of the responsibilities has been select

Once you have logged in and clicked onto a responsibility, then click on selection from menu list, the forms freeze and donot open. If you click onto a different one at random, this will open,then you have to select your first option from within this form. This is happening to about 10% of workforce. Please advise.
