How costing happens for a Debrief?

Hi ,
I want to know that in Standard Oracle at what point COGS entries are done related to Debriefing. When the debrief is completed or at the submission of charges?

Which cost account is picked during the debrief? Is it the COGS defined in the inventory org or is it the COGS defined at the line level of the order created after charges submission.

If somebody can help us with documentations related to the debrief costing, that will be of great help.
