Performance Appraisal - defaulting competency ratings from a different appraiser

I have a scenario from our current client, for whom we are at the moment implementing the performance appraisals module (without the Performance Management Plans).
A supervisor (let's call him the '1st Main Appraiser') will start an appraisal on an employee. The 1st Main Appraiser will ask the employee to fill in the ratings for the competencies. He will also add other participants with the role of Appraiser, and these other Appraisers will also give their own rating for the compenties of the employee. Then the 1st Main Appraiser will transfer Main Appraiser role to the head of department (let's call him the 2nd Main Appraiser). The 2nd Main Appraiser will in turn provide his ratings for the competencies, and then submit it for approval.
