Need more information on the QP: Satisfied Qualifiers Option

There are several notes that state that this profile option can affect pricing performance. The recommendation is "Unless it is absolutely essential, you use this information somehow, set it as 'No'." What I can't find information about is how/when this profile is used and what the other impacts of setting it to "No" are. Please advise.
