Oracle 11g Instant Client Only Version That Works On Windows7

We recently migrated our workstations to Windows7.  Our application uses PROC precompiled embedded SQL.
Oracle 11g Instant Client is the only client allowing connectivity.
Oracle 11g Admin and Runtime Clients fail with an ORA-12641 error.
What might allow the instant version to function and the others to fail?
