Order allocation / pick rules

We are using Oracle Inventory without Oracle WMS.  We have product with Dual UOM, Primary Case and Secondary UOM in other UOMs, like box, piece, bag, pair, etc.  At times there are partial cases in available inventory, yet most of the time we want to allocate or pick in full cases only.  Is there a way to do this with OM allocation or pick rules?
