Password Complexity Functions in OEM

Running "Oracle Enterprise Manager 11g Release 1 Grid Control (11.1.0.1.0)".

I've created a Password Complexity Function and created a new Profile that makes use of it.  So far, so good.
In Enterprise Manager's "Edit Profile" page, there's a popup list from which to select the Password Complexity Function, but it only offers NULL and DEFAULT as possible values.

How can(?) I add my new function into that list, to make it easier to apply to other Profiles?

OK, I know I can re-type the name or copy and paste it between profiles, but if OEM bothers to supply a list of these things then
