Individual Compensation Distribution (ICD)

I currently have a client that requires managers to add Carryover leave for their direct reports.

Having never used ICD, I have followed the Oracle guide for set, however when I go to manager self service I can not see the plan/element to assign to the employee.  I think I am missing s step somewhere in my set up.

Can anyone assist or hold any documentation on ICD and its full capabilities.
