AutoAllocation step down notification issue

We are having a problem with the step-down having an error because the journal is out of balance.  The current process is we go to the allocation that caused the balance to be off and we correct it and then post the journal that is balanced.  This is where the uncertainty begins.  I know we can have someone that has system admin access go into the workflow and choose the RESTART option and it will continue on the steps.  We want it so certain users(super users) or at least the person that submitted the job can go into the notifications and
