Price List loaded by category how to exclude an item within the category

We have price lists that are loaded by price category.   The request is to exclude some items within the price category so they are not sellable to certain customers.   What is the best solution to accomplish this?

Categories:

Stones A - contains rubies, topaz, opals, pearls

Stones B - contains topaz, pearls

Stones C - contails rubies, topaz, citrine

Categories are set up based on price breaks.   Requirement is to exclude topaz skus that exist in all three price categories.
