Distribution - JDE1 (MOSC)

We're running 8.11 SP1. I'm having problems with R470412 when adding J line types.

I'm importing files that occasionally have lines for freight and packing. The processing options on the custom inbound job automatically apply the correct account codes, sub-ledgers etc. ACIN is populated with C and the line types are J

I've tried adding data and deleting data and it fails every time. The Work Centre tells me that the Exchange Rate and VAT code can't be found. I've partially debugged the UBE and I can see that the MatchProcessing code 4 is being applied. 

I've checked out all the documentation on the Oracle knowledge base, and I'm stumped.

Any ideas anyone?
