AP 12.1.3 - Duplicate TINs

We have our system setup to accept duplicate TINs, but, we noticed that one of our duplicates did not warn us that there was another vendor with the same tax ID number.  It just accepted it. We just happened ot notice there was another one with that tin.   Is there a situation that would allow this?  Same address or some such situation?
