Item Revision on the order line is not populated

While testing Item Revision control I noticed that Item Revision column on the order line is not getting populated at the time of entry.  Did I miss a setup that defaults the item revsion number?

I also think I am missing a setup that is not allowing the user to enter the Item Revision during entry.  Has anyone else run into this issue?
