ASCP 11.5.10, RUP 39 - Pegging causes MBP to run excessively long

We recently applied RUP 39 to our QA testing instance of APS.  We have a decentralized model. When turning pegging on, a plan that typically completes in less than 3 hours, now takes 9 hours.  We have another plan that has never run to completion.  After 48 hours the DBA team killed the MBP process as the instance had become unresponsive.  Has anyone encountered this?  Any recommendations?  We do have an open SR that Development is reviewing, but we are not getting much response.  Thanks in advance for your help.
