12c GC Harvester has never run

I was told that if you didn't enable the 12c GC Harvester to run by setting it up during the initial install it was kludgy to do it post-install.That seems to be true...the only message is " GC Harvester has never run".
I am in online mode with valid MOS credentials, I don't really find much in the documents or OTN forums about this.

OPatch Update - Error: Software Library directory has not been set
I have seen this error...which I created an upload directory in $ORACLE_INST_HOME/ccr/state/upload  That change didn't seem to make a difference.
