form load Performance on servlet vs socket mode in R12

We have a frsh installed R12 instance in which we are seeing some forms take longer time to launch from the app server. We presumed it should be the servlet mode since we had it in socket mode in 11i and that worked fine. However changing to socket mode did not help either. We are nowtrying the latest java to make sure it is not the java client issue. Any other ideas what could be the issue and alternatives. These are standard oracle forms and we already tried increasing memory on the app server.
