Duplicate IP when reconfiguring network interface

I am reconfiguring a network interface on a 7110.  The system indicates that it's a duplicate IP.  I've double checked with the Network administrators and this is not a duplicate on the network.  The message displays regardless of IP address entered.  I feel like I'm missing something...not sure what it is.  Additionally, I took the controller through the whole initial setup again...and a reboot...same thing.
