Item Upgrade modifier

Hi,

I have cerated a Item relationship from Item TM36->TM35 as Promotional Upgarde. Now I am trying to create a modifier Item Upgrade for Item TM36 but I am unable to find TM35 on related Item filed. It is giving error as Not related Item.

Please help.
