Setting up VAT for UK along with rules for EU countries

Hi,
I am trying to setup VAT for UK by following the E-Business Implementation Guide for country specific setups. After completing those setups, the VAT is still not being calculated and I am not sure how to setup rules for EU countries. Could someone point me to the right directions and probably provide some steps on how to set up VAT for UK?
Your help will be greatly appreciated.
