What does the organise-by-period means when do consolidation?

When read the book, I also encouter a term Organise-by-period for HFM does consolidation?

What does this means? And can I find any explaination in the Oracle Documentations of HFM?

Does this mean the user needs to maintain the ownership management page each month? And for an entity, the ownership information can be changed by month.
