how to destory or recycle the inactive jdbc connections

Experts,     my customer deployed Oracle EBS R12 on HP platform. For OIE module, there are 800 online users. however, more than 2400 jdbc connections is kept, about 30 jdbc connections is active, and many inactive  jdbc connections are created more than one day. how to destory or recycle the inactive jdbc connections? thanks
