Oracle 11g OracleDBConsole stopped with error code 2

I am running Oracle 11g (11.2.0) on Windows 7 64-bit. It is a stand-alone installation with MS Loopback adapter. Recently I noticed that the OracleDBConsole service is not running. When attempting to start the service, error code 2 comes up.Is there a way to start the console service?
