Adding items to cycle counts

We are continousing adding new items to our organizations

Since R12 short picks require the item be in the cycle counts can anyone suggest the best way to continuously add items?

Will running the update program add new items automatically?  Or do we need to re-run the onhand analysis?  Or should we create a program to upload new items?

Any suggestions?
