upgrade and platform migration - 11.5.10.2 to R12.1.3

I've seen several post on the web stating that you should migrate your source 11.5.10.2 environment to target platform (i.e. linux from HP-UX)  BEFORE performing the upgrade to R12.1.3.  I understand that the database must be migrated.  However, not the application tier.  A fresh install of the R12.1.1 tech stack and subsequent application of patches including the 12.1.3 patch would be sufficient.  The added pre R12 upgrade step of migrating the application tier implies there are critical linux patches in the 11i environment that would be required for a successful upgrade to R12.1.3.  I'm not buying it.  The initial upgrade
