Upgrade 11.5.10 to 12.1.3

Hi All,

We are planning to upgrade 11.5.10 to 12.1.3, We do not have any customizations except reports. Please suggest what are functional steps prior and after Upgrade?

Additionaly wanted to know india localization need to setup fresh and how localization data will get migrated after upgrade?
