Can I skip zxarmigtxlnpop.sql in R12 upgrade process if we are not using Tax or no tax lines in ra_customer_Trx_lines tables?

We don't use tax in our AR application. We don't have records with Line_type ='TAX' in ra_customer_trx_lines_all table. Can i skip this sql update zxarmigtxlnpop.sql in R12 Upgrade process?
