Upgrading from 11.5.10 to R12 and the Depreciable Asset Tax Report add-on is no longer working

Has anyone had this issue? Does creating the report no longer require this add-on in R12? When we go to select either of the function in he Tax Admin responsibility  (i.e. Register Tax Jurisdictions or Register Lookup Codes) the forms will not  open.
