Is there an API to close projects in Oracle Projects?

Is there any API to close projects in Oracle Projects?

I want to interface Oracle Projects with a third party system in the following way:

1) Project Manager to assign status  "Works Closed" in the third party system

2) Third Party project status interfaced to Oracle Projects where will be defined a status with the same name to prevent the creation of new transactions in Oracle.

3) Project Accountant to assign status "Closed" in Oracle Projects

4) Oracle Projects project status to be interfaced to third party system.
