Failure of server APACHE bridge

On our one windows 2008 server win11g02, I installed these followings in order:

1, Java 64-bits JDK
jdk-6u29-windows-x64.exe

2, Oracle WebLogic Server 10.3.5.0  64-bits
wls1035_generic.jar

3, Oracle Forms and Reports 11g Release 2
ofm_frmrpts_win_11.1.2.0.0_64_disk1_1of1

 
Then I setup "Node Manager" can automatically startup as a windows service and setup "Weblogic Admin Server"  can automatically startup.

Administrator Console: http://WIN11G02.esteelman.local:7001/console
EM Console: http://WIN11G02.esteelman.local:7001/em
Forms URL: http://WIN11G02.esteelman.local:8888/forms/frmservlet

For the URLs above, everything looks Okay. The only issue is if I run reports servlet with URL
