Weblogic 10.3.5 and PeopleSoft PlugIn

We are looking to install Wblogic 10.3.5 and use the PS PlugIn to monitor. When we were using Weblogic 10.3.3 we were told to apply private patch 1Y9I and we could get past the following error:

The following PS Web Sites were selected without their corresponding PS PIA:

I can't find that 1Y9I is a compatible patch for 10.3.5. Any ideas?
