security permission on windows 32 bit server (2008) to download software

I am on our 32 bit windows 2008 server trying to download from oracle support the 10.2.0.5 oracle enterprise mangement software and I get all the way to the screen where I login and then it comes back and says my security settings will not allow me to download the file.

I started this on my laptop and it let me, so I am sure its something secure about the db server, but before I go to my server admin, I was wondering if someone else knew exactly what type of privs I need to have on the db server I am trying to download the software to.  I have added all the oracle sites I can thing of to my secure sites on the server.
