Cannot add credit cards after enabling encryption

Hi,
We are upgrading from 11.5.10 to 12.1.3. But we are facing this problem in Oracle Payments, that we can not add anymore credit cards to a customer account once the encryption is turned on. 
We get a communication error. 

Does turning on encryption changes any other setups?
