How to enable "update template" option in View Template->Template Files form

Hi,
How to enable update option in View Template form? I'm trying to update rtf file in "CLE: Cash Summary Report Template".
This template has been created by initial setup user. I would like to change the rtf file but option 'update' is disabled. How to enable it?
