Shipping Tolerance to split line orders

I have a question: suppose that line 1.1 was created for 10000 units. 3139.48 units were shipped, so Oracle create line 1.2 of 6860.52.
After that we shipped 6017.74 units, closing the line. We have defined 10% of tolerance for close when shipped quantity is less than requested quantity
The question is: EBS takes original quantity (10000 un) or the quantity of the line (6017.74 un) to calculate the percent of tolerance for close?
