GL Budgeting of Inventory Items

We want to Budget Inventory Items, with GL Budgets. So, when ever we raise PR-> PO-> Receipt-> AP Invoice, we are consuming the budget, but my question is, if we issue the inventory then, the same account (Charge Account) will be credited there by reducing the actual value, hence the budget availability is going up.

How to handle this scenario.

We want to control total purchase of inventory for a given period of time.
