Change Controlled Part & Document Record field. WTF?

I have searched the Oracle support site, read all of my admin and user manuals and have done generic internet searches but have found absolutely nothing that explains the use of this field. After playing with it some I understand that the part/doc record fields must be changed (if Change Controlled is set to Yes) via redlines. How is access to redline the part records controlled? What privileges are involved? Only Modify? or.....?
And is there anything anywhere that explains all of this? I can't believe that Oracle added a control such as this with zero explanation.
