Errors in generating FSG through Report Manager when Content Set is attached

Effective Jan 1, 2012 we have done a re-implementation from 11.5.10 to R12 (12.1.3) and when we generate FSG's through Report Manager when a Content Set is attached we are unable to get to a completed FSG.

In 11.5.10 we never had a problem using the same Content Set.  When we published the FSG's in ADI it would create 1 Excel workbook for each FSG requested and then within the workbook we would have multiple worksheets generated from the Content Set that was attached.

In R12 (12.1.3) we re-created ALL of the FSG reports, row sets, column sets, row orders and content sets, but when we try to publish the FSG through Report Manager it wants to create a worksheet for every available segment that we have identified in our Content Set as PE (Page/Expand) whether they are valid with the Segment Override combination that we have on our FSG report or not.  We currently have 612 available values for the segment that is identified as PE in the Content Set so it is trying to create a worksheet for each of these values.
